Abstract

ABSTRAK

This paper aims to analyze the ratio of property crimes and violations against humanity that had occurred in Selangor and Perak during the British rule.  The paper uses the Historical research methods to examine the archival documents. Selangor and Perak were selected for   comparison as these  two states have accepted the entry of immigrants massively since the formation of the Federated Malay States. The research indicates that there was an increase and a reduction in the crime rate for the two states, due to various factors . The was conducted  to see which state had most  cases of serious crimes and  the ethnic group that had  the highest participation rate in both types of crimes. Several key aspects are highlighted for comparison between a population of high levels of crime, population density in an area of square miles and the number of prisoners or offenders imprisoned. The findings show that Selangor had more reported criminal activities compared  to Perak, and that the Chinese community had dominated crime rates at that time, compared  to the Malays and Indians.

ABSTRAK

Makalah ini bertujuan menganalisis perbandingan kegiatan jenayah harta benda dan jenayah ke atas manusia yang berlaku di Selangor dan Perak semasa pemerintahan British. Kaedah penyelidikan sejarah digunakan dengan membuat penelitian ke atas dokumen-dokumen arkib. Pemilihan negeri Selangor dan Perak sebagai perbandingan disebabkan oleh kedua-dua negeri ini telah menerima kemasukan kumpulan imigran secara besar-besaran sejak berlaku pembentukan Negeri-negeri Melayu Bersekutu. Sepanjang tempoh yang dipaparkan, berlaku peningkatan dan juga pengurangan kadar jenayah bagi kedua-dua negeri disebabkan oleh pelbagai faktor yang mempengaruhi situasi tersebut. Perbandingan dilakukan untuk melihat negeri manakah yang mempunyai kadar jenayah yang paling serius dan etnik manakah yang mempunyai kadar penglibatan paling tinggi dalam kedua-dua kategori jenayah tersebut. Beberapa aspek utama ditonjolkan bagi tujuan perbandingan antaranya ialah jumlah populasi penduduk dengan kadar kes jenayah, kepadatan penduduk mengikut keluasan batu persegi dan jumlah banduan atau pesalah yang dipenjarakan. Dapatan kajian menunjukkan kegiatan jenayah yang berlaku di Selangor lebih serius berbanding Perak. Komuniti Cina didapati menguasai kadar kes jenayah berbanding kaum Melayu dan India.

Jumlah populasi penduduk telah digenapkan kepada perpuluhan paling hampir bagi memudahkan pengiraan. Bagi melihat nisbah jenayah dengan jumlah penduduk pada tahun 1915, populasi tahun 1911 diambil kira disebabkan bancian hanya dilakukan sepuluh tahun sekali. Dalam tahun 1911 populasi penduduk Selangor berjumlah

,035, manakala Perak pula mencatatkan jumlah penduduk seramai

Bagi negeri Perak, jumlah penduduk Cina pada tahun 1911 seramai 217,206 dan pada 1921, meningkat kepada 224,586 orang manakala di Selangor, jumlah komuniti Cina pada tahun 1911 seramai 150,908 dan 1921 telah meningkat kepada 170,687 orang.
