Abstract

ABSTRACT

The implementation of a policy, which is related to politics and leadership in Malaysia always attracts attention particularly when it gives rise to crisis involving this aspect. The implementation of policies such as the Internal Security Act, the Universiti and College University Act (AUKU) and the Official Secrets Act, Letter of Undertaking and Chapter D of the General Orders often became political issues and gave rise to the suspicions of many. Nevertheless, national leadership under the Dr. Mahathir’s administration was able to overcome the said criticisms and objections through an approach of reformation that was introduced. Thus, this article will discuss the evaluation of government officers based on political policies and national leadership which greatly influenced and changed paradigms, action and public support towards the Government and the leader himself. These issues gave a big impact on the performance of Barisan Nasional (BN) in the 11th general election in 1999 where Terengganu was lost and failed to capture Kelantan from Parti Islam SeMalaysia (PAS). Hence, the leaders and the government need to accept the reality whereby the level of sensibility and political maturity of the people of Malaysia are increasing in evaluating political developments, leadership and national administration.


ABSTRAK
Pelaksanaan sesuatu dasar yang berkaitan dengan politik dan kepimpinan di Malaysia sentiasa menarik perhatian terutama apabila timbulnya krisis membabitkan perkara tersebut. Pelaksanaan dasar politik seperti Akta Keselamatan Dalam Negeri (Internal Security Act), Akta Universiti dan Kolej Universiti (AUKU) dan Akta Rahsia Rasmi (Official Secret Act), surat Akujanji dan Bab D Perintah-perintah Am seringkali menjadi isu politik dan menimbulkan keraguan banyak pihak.  Namun, kepimpinan nasional di bawah pentadbiran Dr. Mahathir dapat menangani kritikan dan bantahan tersebut melalui pendekatan pembaharuan yang telah diperkenalkan. Justeru itu, artikel ini akan membincangkan penilaian pegawai awam terhadap dasar-dasar politik dan kepimpinan nasional yang telah banyak mempengaruhi dan mengubah paradigma, tindakan dan sokongan rakyat terhadap kerajaan dan pemimpin itu sendiri.  Isu-isu tersebut telah memberikan kesan yang besar ke atas prestasi Barisan Nasional (BN) dalam pilihan raya umum ke-11 tahun 1999 apabila tumbang di Terengganu dan gagal menawan Kelantan daripada Parti Islam SeMalaysia (PAS). Oleh itu, pemimpin dan kerajaan perlu menerima hakikat bahawa tahap kepekaan dan kematangan politik rakyat Malaysia semakin tinggi dalam menilai perkembangan politik, kepimpinan dan pentadbiran negara.
